In the 2017 General Assembly session, the Commonwealth authorized bonds in the amount of $57.5M for lab renovations and enhancements and/or research equipment in higher education.  Of this amount $20M was authorized for the Center for Human Therapeutics, at GGBRI, a partnership of UVA, GMU, and INOVA. New leadership at Inova, UVA, and UVA Health shifted the focus from GGBRI basic science research to educational programs that will support adults who are interested in improving their knowledge base and skill sets that allow them to progress in their career.  This could take the form of professional master’s degrees, certificates, etc. 

This shift in priorities required UVA to help Inova rebuild the core and shell for Building C (originally planned as wet lab space) and to fit out two floors for UVA|NOVA programs.

The Fairfax space is fiscally managed by UVA’s Facilities Management, but the space will be managed by UVA | Northern Virginia.

This update, written by UVA | Northern Virginia (Dean & CEO: Greg Fairchild; Exec Director Julie Sara Boyd) is a compilation of updates from all UVA entities working on this project. Entities include Facilities Management, Safety & Security, AV / IT, and Classroom Management.

Programmatic Progress Achieved During Reporting Period
1)    Construction and Occupancy. Construction began in April 2024. Occupancy completed in December 2024.
2)    In February 2025, there was a Grand Opening of the UVA Fairfax campus. This event included over 400 guests, most notably the Governor of the Commonwealth of Virginia (Youngkin) and UVA President Jim Ryan. The Grand Opening festivities included a VIP Advancement dinner with Deans and Donors, Opening Ceremony and an open house.
3)    Since January 2025, there has been additional post-construction refinements needed for Safety & Security, AV, Furniture.
 

Funding Update
The actual construction of the Fairfax campus is $20.6M of the $55M funding. Attachment A breaks down the current budget, noting that there is still over $5.5M in the budget. Fiscal details should be referred to Facilities Management. Rent payments are not paid from the SIF Funding.

In this report, we are requesting a one-year no-cost extension to complete key refinements related to Safety & Security, AV, and Furniture while also assessing other programmatic needs from the Schools. The refinements include the installation of ADA-compliant doors and noise-reduction solutions that were not part of the original design, enhanced security measures at entry points (developed in consultation with UVA’s Division of Safety and Security), and furniture modifications to better support evolving campus programming needs.

Assessment of final needs is ongoing, and it is unclear how much of the remaining balance will be needed. This additional year will also allow us to thoughtfully complete these improvements and assess future programmatic requirements, such as a health sciences area/wing based ongoing future programming discussions from SEHD, SON and SOM (Public Health). We remain in regular communication with the Provost’s Office of Administration and Planning to ensure we are exercising fiduciary responsibility while creating a campus that effectively supports the needs of Schools and Units across the University.
